I also am unable to use the L2TP function on a HTC One GE phone. I can run a hotspot and through the Softether VPN client and it works fine so I know the server is set up properly and the Username and password work as well as the data being transmitted over the carrier. The only thing that does not work for me is the Android default vpn software.
